Hours During the School Year vs Breaks
While school is in session, the limit is 20 hours per week. During annual vacation and other times when school is not in session, full-time work is allowed, provided you are enrolled and intend to register for the next term.
Summer is the common full-time window: a student enrolled in the spring term who intends to register for the fall can work full time over the annual vacation between them.

When to Apply and What It Costs Later
You may file Form I-765 for pre-completion OPT up to 90 days before you complete one full academic year, as long as the employment will not start until the year is complete. Filing early matters because you cannot work while the application is pending.
