Does the 90-Day OPT Unemployment Rule Reset?
Short answer
No. The count never resets during an OPT period. Starting a job stops the count where it stands, and it resumes from the same number if you lose your job later. No elapsed period, including 180 days, sets it back to zero. Only a new OPT authorization at a higher degree level comes with a fresh count.
Finding a Job Pauses the Count, It Does Not Reset It
The 90 days of unemployment allowed on post-completion OPT are one cumulative total that runs from the OPT start date printed on your EAD to your OPT end date. Starting a job stops the count where it stands. It does not go back to zero, and no amount of time on the job earns those days back.
If you used 45 days before your first job and are laid off a year later, the count resumes at day 46 and you have 45 days left. The OPT unemployment days guide lists which days count toward the total and which do not.

No Reset After 180 Days or Any Other Period
Some students expect the count to clear after 180 days of employment, or after six months back at work. The regulation has no such provision. It caps total unemployment across the entire authorization period, SEVIS keeps one running total, and no amount of elapsed time sets that total back to zero.
The 180-day figure comes from a different rule: a timely filed STEM OPT extension application continues your work authorization for up to 180 days while USCIS decides it. That period has nothing to do with unemployment days, which keep accruing under the same cumulative count while the application is pending.
What Does Give You a Fresh Count
A new OPT authorization comes with a new count. Students who complete a degree at a higher level, for example a master's after a bachelor's, can receive a new 12 months of post-completion OPT with its own 90 days. Days used during an earlier OPT period do not carry into the new one.
The 24-month STEM OPT extension is not a reset. It raises the combined limit to 150 days across all 36 months, and days used during initial OPT count toward the same 150. The STEM OPT unemployment days guide explains how the combined total works.
If your count is close to 90, do not plan around a reset that will not come. Qualifying employment of at least 20 hours per week stops the count, and your DSO can confirm the official SEVIS total.
